I think there is actually a pretty strong correlation between one's skill and knowledge of the game - balance especially. However, K/D is quite often not a very good indicator. For instance, I was getting a K/D of around 3 when I was using infantry builds and now that I am a 1h cav (I really don't see how this is considered underpowered, even with my Eastern Warhorse [which is too weak] I kill many a dude.) I have a K/D of almost 5. My skill has not increased by changing build, nor has my knowledge of the game. In addition, some people on Aus enjoy dueling but prefer not to gank, as such they probably have a worse K/D than their skill would allow. Finally, does a turtle who shields at you until you get bored and do something stupid, who then gets 1 lucky hit and kills you have any skill? I think not. However, some builds do indeed need more skill, and benefit more so from it. Also I've found that exceptionally skilled players (at least in Australia) seem to be intelligent.
