Most Americans can speak fairly good English. With 300 Million people, if but 4% are incapable, that's more than most countries in Europe total population.

Also, I'm not sure, but I believe these tests do not measure actual RL capability of communication. Written communication, even in English, is easier than having to talk in English to others(if as a second language). Many of us on this board, due to Vidya Game culture, have to learn and understand English. This does not translate into speaking it effectively, though.

It just got more and more understandable pretty shortly. 13th warrior scene comes in mind.

It's not rocket science at all either why many people learn it like this way; The more frequently you see it, or have to use it, the better you'll be at it. One of the big advantages of online gaming is that you can choose a community dominated by a language, so you can practice the written part of it with others.

All this without having to travel to a specific language-dominated area.

I think i can understand English better  than i can write myself.For example i watch any movie with English subtitles and this helped me a lot.I know many English words like if they were my main language but i can't translate them in my own language idk why lol..Also i watched like 1000 DragonBall episodes with English voice before like 3 years and i did pretty good understanding.Also i believe all languages have different meaning.For example if i put greek subtitles on any movie(my main language is greek)the meaning is a lot different since i know basic english, no matter how good the translator was.Same with greek.You can never translate any language to get the same meaning in some other language in my opinion.

That really depends on what the source material is, and if the two languages are compatible.

I could be wrong but the tree romance languages for an example, they have to be at least somewhat compatible like this.

Well,in my experience with Greek-English,meanings not even close.. 
But yea some languages might get the same meaning if you translate them and they had the same old roots probably.

Problem with that is that many Brits and Americans don't get that extra language for free, compared to much of the multilingual world. Many also do not learn an extra language in school in these countries, where most Europeans learn a third or fourth language, even just in high school.

Yep, and I think everyone should know at least two languages. The more different they are, the better. For example, knowing Danish and Norwegian won't give anyone much, but speaking Arabic and English will give you insight into quite a few things that seemingly have nothing to do with language -- yet are intrinsically connected.

In the UK we have a serious lack of push in the direction of getting kids to take 2nd languages. Reaping the rewards of colonialism lol
