You said in your post "the state of each House is essentially the same".
House Stark is nearly destroyed. When the war starts they seem to be one of the strongest houses, now their castle is burnt and the only survivers are scattered around the world and in no powerful positions. So if you take your "resolving objectives-graph" (which makes me really wonder why you even read these books) the curve must go way down much further then where it started. Same with the Lannisters.
Greyjoys and Baratheon is a bit different, but in the same state as when the war started? Greyjoys are hunting Dragons now and Stannis is, well he is fighting his war somehow.
However if you insist on your summary, that in therms of the objective to win the war, no party has gotten closer to it, you are right of course! But what is your point with that statement? And it is surely something different to say every House/Character is in the same state. Which leads me further to my conclusion that this is exactly one strong point why this story is so fucking interesting and realistic. What are the objectives of people? What are the objectives of people having much power or staying at least near it? What are the objectives of people in war time? (Of course "objective" is not the best therm, but I deliberately stayed with it) It is nothing you can measure on such a graphic, which is, btw, looking very funny in a good way
