Meow is a very helpful person, and he's always answering my questions on irc when I go (or Shik). As far as being an admin, I don't know because I don't play on EU as much as I did in old cRPG days of course. But the few times he came on NA, he was nice and administered well. If there seriously was a problem with him, I think the developers would have surely taken away his adminship/developer(ship?).
As for the subject of the post--I read through all of the comments, and I see many people saying they shouldn't be unbanned [Allers and Ricky] for reasons that Kaoklai, Egad, and whoever else are guilty of as well, which is exploiting, etc. I understand that Ricky lied to a developer arguing his situation, which he totally should not have done, and I see how that will get him a much longer ban than the others. What did Allers do that made the ban (so far) last as long as Ricky's? Anyways, I think all of them should be unbanned sometime--definitely not permabanned.
