People assume a level of competence from law enforcement that they might not expect from someone outside of that profession. Backlash is stronger. Like when someone who's job it is to take care of vulnerable children is found to be a paedophile. People get mad for some reason.

In your stats the 0.3% of the country employed as police are able to compete with entire ethnicities, including the 70% white population of the USA, for number of kills. They're actually on the board, it's impressive.

People shouldn't assume anything, affirmative action, high crime and other factors have lowered the bar significantly. There are cops in New York City who can barely speak English, you'll get the same kind of policing you could expect to get in the Congo in some US cities.
