I'm not surprised that  Germanic-speaking countries are in  1st positions ( Sweden, Netherlands, Denmark etcc...), if i had studied French or any other Neo-Latin language at school, i guess nowadays i would probably have a solid B2  or higher level in that language. 
As for the non Germanic-speaking countries in the 1st positions, i think one of the reasons  is probably because  movies-shows are not dubbed in native language, like Finland for example, when i visited Finland i remember every British-American tv show was subtitled, not dubbed ( probably  the subtitles were optional, just a tv setting,  i don't  remember), and i think it's the same for movies . 
It's a shame i didn't choose to study German at school, nowadays German it's mandatory where i live, not a choice anymore. I'm trying to remedy my mistake, i started studying German  2 weeks ago.
