English proficiency index - it's supposed to be the world's largest ranking of English skills. And has some weird numbers, Poland better than Belgium and Germany, RUssia better than Italy. Ruskies speak english?

I'd say the average japanese's english is really choppy, not sure how it's just in the mediocre list. But if the charts say so, I guess I'll trust them.
You didn't read the fine print on the description of the HA skill. By using ranged on horse you willingly give up your right to empathy, for good reason.
I'm gone for a few months due to work and classes, hoping the mod isn't dead when I come back. Take care, all of you.

It would be funny to put the US, UK, Canada, Australia and New Zealand in that list.

How was this chart made?

http://en.wikipedia.org/wiki/EF_English_Proficiency_Index#Methodology

Quote
Methodology
The EF EPI third edition was calculated using test data from 750,000 test takers in 2012. The test takers were self-selected and no demographic information was collected on them. The tests are used by the company for marketing and placement purposes. 58 countries and 2 territories appear in the third edition of the index. In order to be included a country was required to have at least 400 test takers total.

400 self-selected (not to mention no demographic information, so might not even be representative of the country concerned in the first place) is not exactly a reliable sample in my opinion. The self-selected part in particular is kiss of death as far as I'm concerned.

Still, seems relatively accurate, despite the methodology fails.

No Philippines in top 20, wtf? It's their second official language.

Guessing countries like Phillipines, England, US etc... are not in this because of what languages they have as offical languages.

India ranks 21st? Rubbish list. I would say they should be like 100th or so. English is seemingly an official language to them, but it is literally a pain in the ass to listen to an Indian dude and successfully understand what the hell he is trying to say. I remember a recent encounter where the guy was trying to say "first table" and I swear on me mum it sounded like nothing but "fast evil".
