It didnt for me, and I'm using mods on top.
If you have problems, you can revert to patch 13 by unselecting the beta patch in the steam beta options of R2, but I advise you to start over and enjoy the new siege AI. It isnt perfect but it grew from completely stupid to average challenge.
Had a multiplayer campaign battle a few days ago where my mate and I attacked a walled settlement managed by the AI.
He put hoplites on the walls in front of our auto-ladders, and if he had had enough hoplites to actually cover the whole ladder-front, we would probably have lost.
Happens he hadnt, and had to sent mobs to cover the weak points, but they were slowly grinded to dead meat. Still, in the meantime, the other attacking force was routed and shattered and killed to the last, but it gave my group time to descend into the city and start attacking from everywhere at which point we won a costly victory.
I still didnt test a battle where the AI is attacking and the human(s) is defending, but I read from multiple reports that the AI almost never torch the gates down anymore, and re-use the siege engines everytime it is needed.
No more gate-camping tactics.
