Looms are fine as long as they balance assuming people use looms (which they do), and as long as there is some diminishing returns on the looming process (there is). You have to have some long term goals for players and looms are a pretty good one

The main issue with looms I feel is stacking loomed gloves with loomed body armour. +10 body armour isn't really fair without any downside. I don't feel thats an issue that makes people too hard to kill but more of an issue with people without those looms are easier to kill than people with them. So +10 armour as it is now is fine as a base, but as a bonus its a bit too much
The main problem I have with looms is that they unbalance the base game, much like premium ammo on WoT, though not pay2win. Whenever you see a nerf/buff thread its from players who play with looms - thus the game gets balanced around these players. I think this results in a game so hard for newcomers to get a foothold in that they will quit before even having an item +2.
Loomed weapons aren't so powerful that they aren't worth having in the game imo. You can always get a +1 with minimal time invested which is probably 95% as good as a +3 . I do think +0 should get some of the +1 bonus though. I'd take away the +1 speed from weapons and just add them to the +0 version. There is some discrepency in the power of a loomed weapon too. Some 1 handers with low base damage get a much bigger % bonus from looming to +3 than some higher damage weapons for eg. Looming also kind of limits you in which weapons you want to use. I'm not sure what they can do to nerf looms without making them a worthless goal for players tho
I am cool with a damage increase on weapons but increasing a weapons speed is literally unbalancing the balance process, imo. I'd rather hve a gradual increase in base damage. Say like the main damage(cut for a DGS)type of a weapon goes up at +1, the secondary damage(pierce for a DGS) type will get an increase at +2, +3 will grant thee with the great looks of Final boss' heirloom pack, possibly a wait reduction because its mastercrafted.
Armors should imo get a slight weight increase per certain amount of armor added, and should get an upkeep reduction as loomed level goes up - to portait the better quality and sturdiness(aure you might argue it would be costlier to repair but lets say the repairs ought to be made less frequent
). The weight increase should not be drastic but just a tad bit.
Shields should mostly get an increase in resistance and hp, again no speed.
Horses are fairly OK imo.
My point is is that looms should not make weapons/shields faster, imo this is a thing your character does. I think its one of those values that should not really be touched.. Just gives balance problems.
Its kinda pointless to think so much bout it tho, cause its not gonna change evar.
