Those "guys" are called Shy Guys and are pretty much the sworn enemy of the Yoshi.

The Shy Guy invasion of Yoshi's Story was one of the most brutal events in Mario Land history. Luckily Yoshi were victorious in their  campaign and we're able to celebrate "Dee Apple" and commemorate it with song.

Oh, well idk if he was talking about those guys, since I don't think they appeared in mario 3. The guys I was thinking of I realized weren't in mario 3 either, they were from the gameboy game (super mario land 2 aka best mario game ever). They were literally just your average enemy dressed up in a hockey mask with a knife in its head, as seen below.
