xp loss-free respec for under level 20 chars

Free respec for chars under level 20 (no xp loss)

1. No one would buy training lesson for level 20 char = no harm done
2. I can't really see any strategus class abusing on this(low level). = no harm done
3. couple hundredthousand xp loss for one mistake on making builds, no one likes that. = No extra hours on xp farming for one mistake

As a player who constantly respecs (Gen 3 after almost 2 years).  I think this is pushing it a bit.  Maybe level 20, although even then.  The point of respecing is to punish you for changing your mind.  It is honestly easy enough to make an alt.  (Yet I still respec on my main anyways)

This just seems like a feature that would render the downside behind respecing pointless.  Once you get to level 20ish.  You are pretty confident and know how you are going to build the rest of him (For the most part) so if you make a mistake then be more careful next time.

imo it should be for any char under level 21, that way people can permarespec at 21 if they love the shit out of EU_4

I'm pro this for Gen 1 I don't care about you bums but the poor new kids get so confused, it's not an easy game to predict the first time you play a gen and it's easy to make a bag of shit.

A change like this would increase the number of high level players on that server. But maybe it doesn't matter much.

As much as i know, you don't get more gold on that server, just more xp? So there is nothing abusable on it.
