i think must be possible to send reinforce to AI fiefs, but make a limit, depends on gold left in fief. In this siedge i think will be stones, short bows, axe, practice shields and daggers

I think that the surviving troops in garrison must be distributed between all rest neutrall fiefs and attackers in equal shares, then the reinforcements will not be used in order to exploit.
