I may have an answer for the riddle and please don't warn me again cuz it's on-topic this time:

Could it be that the persons in question have been banned from strategus?
Before it was only the main character which could be in strategus and use the marketplace. Therefore a ban in strategus could lead to a ban on the marketplace.
