The op lacks detail. Rage magnet.
Buff them in a reballancing way, dont just make current archers stronger.
Remove kiting by making the stand and fight archer build more atractive, and do this by reducing the armor penalty on accuracy, without buffing it for light armored archers.
A medium armored archer would move slower than a tincan with athlectics I believe, but if we have a better chance to beat noobs in melee, then there wont even be a need to run.
Its basicaly a choice between kiting and standing, this would considerably reduce the amount of kiters I think, because running is no fun.
