No, noone. Obviously, if you aimed off from them, and they practised a LOT then they could learn to preempt the arrow and eventually hit it midair. But real (not some silly bamboo prop) arrows travel around 300 fps and that girl was stood about 7 feet from her old man.
That gives him 0.02 of a second of airtime before he must have sliced the arrow. Noone can do that. No reactively, only by preemting, and noone will survive their first attempt if it is actually aimed at them...
As for bamboo arrows, Ive caught them by hand at about 40 feet from the bow, bow drawweight about 18 pounds. Bamboo arrows from pathetic bows (or patheticly weak archery styles, noone holds the arrow, it is NOT how ANY archer looses arrows) travel around 50-80 fps, and are evidently hitable by spamtana, as seen in video
