Nice question, I think that for dueling purpose 18/21 might be better because the 2 less points in PS won't change the outcome of the duel while the 2 more atheltics and WM might do the trick. For battles I beleive that more PS and more hp are better letting you oneshotting almost everything and maybe survive a little bit more
