Leeching in any form is not allowed in any game mode. Next rageball version will have multiplier decay for players with x4 or x5, if no goal has been scored after a while. To keep an x5 running, your team needs to keep trying to score.

Doesnt really look like they were leeching at the server, more like they had to leave for urgent reason.

If someone is clearly not playing and character only hangs there, you may report them as leeching by QML. If he is not there, you will be rewarded an extra multiplier.
But if somebody is on the server just standing and responding only for the report message, you should join in IRC and ask for an admin to join in-game and check him.
