Why not have 2 seperate NA and EU server figureheads (Popes) as elected by the NA and EU clans.

Any Figurehead that ever managed to get eleceted would then have the power to call a righteous war (crusade) against a clan on the opposite server.  Once declared the server for all of that clans villages/fiefs would get switched for one week allowing them to be attacked without the server disadvantage.  After one week the server switches back (including the server of captured villages/fiefs) allowing the clan attacked to counter again with their server advantage reinstated.  Any fief still under enemy control after 2 weeks then gets its server premanently switched.

I'm not normal and I don't pretend so, my approach is pretty much a bomb crescendo.
