lv33 could have gave you 4 lv31 "normal" heirlooms. But you play a high level character for 3 all lv31 gen, so it's... easier ?
The 4th loom stats mustn't break the heirloom balance either. I'm the contrary of Christo, i wouldn't want something too powerful. 3rd is +1 speed/+1 dmg, for example. 4th should be the same, and no more.
You already have the exceptional choice of heirlooming AGAIN your most used item, instead of having a dozen +2 weapon, wich is big luck. Don't ask for more.

To OP :
No idea. I never played for more than 5min at lv31, so i can't tell if it's boring. My main pleasure comes from getting kills at peasants levels. Killing a lv30 with a lv20, makes you feel good. Killing 10 lv30 as a lv31 is more for very good players. Not like me.^^
