Yes, thats what it seems. The Merc leadership say you were on their TS and that it was agreed you were in their lands but were not attacking them (at least from what I can gather from this thread). I find it quite unlikely that your army would have made it to their villages unmolested if they believed you to be a threat, the Mercs run a pretty tight ship.

Even the cartoon says that there was a military access agreement of some sort!
