Theoretically yes. But I don't think it would be added, over power archers too much

nope!
The purpose of wearing plate has become nothing more than crippling yourself to look like a knight... or maybe its my lack of athletics

I would be cool with decreasing maneuver/speed for wounded horses and for decreasing athletics/proficiency for wounded infantry. I'm all for it.

Except that would make it easier for archers. And cavalry would still be complained as being OP due to the ability to slaughter anyone who had taken a few arrows.

So HA would be even more hated

To balance cav there must first be a problem with cav or everything but cav.  What is the problem?

Insane Speed and Maneuver and the fact that cavalry do just fine on foot after dehorsing (the fact they can take glavie or another weapon that should be infantry only on their back and play like proper infantry after dehorsing only lacking non-crucial skill called inronflesh or 1ps, maybe one wm or shield skill too - both of them are non-crucial). Also ability to poke people on the sides without downsides, very good couching that is instant killing people and shields which can be done over and over without risk of losing the lance, 1h animation from horseback that add too much reach for the user. Moreover no falling damage for the rider after the horse is killed and too high charge damage (by coursers, as speed is significant value in determining charge damage) and too high percentage of forced fall while bumping opponent. No penalty for wounded horses is just a thing to spice things up, more important would be horse reactions for taking a wounds, possibly by losing control over horse after such incident or just good ol' bump for rider.

Most of those things aren't a problem. They are things which would unbalance the game against cav, especially if you implemented changes to all of them.

Again, penalties to wounded horses is a dumb suggestion. If you did that, then you have to give infantry the same wounding penalties. Then you'd be back to square one.

Also some of it is demonstrably false.  Cav spend points in riding which mean less points to spend for close-combat skills.  It also means they tend, more often than not, to be agility builds.  Between lower WM, IF, and PS dismounted cavalry are all handicapped significantly by their quasi-hybrid status.  All of this also ignores the actual dangers to the character using light cavalry - as I mentioned in a similar thread:
Strong hits to the horse's head, stabs during the initial rush (what I do), and leaping blows with a slight speed bonus all doom light cavalry players to a quick and difficult-to-avoid death.

False. Difference between 1h infantry and 1h cavalry (with lance or not) 18/18 build on lvl 30 is 5 if traded for 5 ridding, perhaps even 1 shield or wm or athletics (depends on the player style of combat). Lacking those skills don't handicap cavalry on foot much, pure infantry can withstand an additional hit if it's lucky, difference between 5 and 6 shield skill is so hard to spot in melee it's not worth mentioning.

Actual danger to the character using light cavalry is smaller than innate danger of infantryman. Every player that act as retard is in danger, cavalry is not exception (and even then cavalry can disengage quickly).
