wtf is going on?

Im trying to log into my char. and fix his build and buy new equipment and what not, but it says invalid login, for both the characters i have. Someone told me to click on "Problem logging in? DELETE YOUR COOKIES!" which i did, and nothing happened at all, and i still cant log in, whats happening?

And yes i deleted my cookies and history, and i use internet explorer, then i tried google chrome, nothing is working

I got the same problem, but I managed to log in now and all my characters was level 1 again.

I also noticed a character I didn't make
