Allow horse betting

Allow horse betting

Each player with loomed formula 1 kdr race horsies should be on some list where we can bet on em who will get 30 kills first per map.

This system should off course be monitored by official's and made sure that people don't arrange the kdr races..

Also a 24/7 observation team to make sure the mafia dont cash in on this.

If they implement this atleast increase the upkeep also use rubber if you have to use the sumpter horse that thing has been everywhere there is no guessing where its mouth have been...
