Denmark. HDI is pretty close across the nordic countries but Denmark has the most sensible government. If you plan to live in a big uni city for several years that's your best shot. Worst uni cities to live in is in Sweden.

Why go to Viking countries where is always cold? If you want that Helsinki is good, you will get to meet Xant and in case of emergency, you can always flee to Kingdom of Tatarstan, because Tsardom of Russia is one forest border away.
