As far as I'm aware, the only group of people who can respec for free whenever they like are Skip the Fun heroes, that being said, you do get one free respec every 7 days, so if you've already used that, your best option is to wait, otherwise, best thing to do would be to join the Discord and ask either Uthyr or James on there. They're active there so you can get an answer.
