I feel like everything would make sense if only the horse's legs weren't ripped off a pint-sized pony.

Looks like the perspective is way off, would make more sense if horse front was closer to the "camera". Still doesn't explain the dwarf legged rider though. Looks like artist was aware the rider was completely disproportionate and tried to cover it with a skirt.

You ride with bent knees so of course he looks short under the outfit. And the horse is pretty much normal: burly necks and small legs is kind of the rule.
I dont know if Bannerlord is using late empire/dark age average height and local horses of historical-ish times but it can explain some differences with our usual references.
