Couldn't he buy OEM key for like 10$ and slap it on? That is legal within EU, not sure about USA.

No idea. But if his current pc has an installation disc and isn't so old that it was pre-installed on the hdd he could just transfer it over.

You also need an operating system too, and even though windows 7 is being phased out it still sells for around $100.
