Think there is a slight difference between the UK and the USA here  He wasn't shot to kill him with handguns he was shot to immobilize with a tazer and became unwell afterwards and died on route to the hospital. The two police officers were immediately put under criminal investigation. He died due to underlying health issues which is very sad but hardly the same as what happens in the US.

Except not, US police also uses taser, and nothing else if not necessary. If you only watch tragic videos you will probably think not.
