Personally I would vote to keep NA servers in Chicago as it seems to be a good middle ground between Canada and USA. Texas would be a rough change for most Canadians I think, not to mention our EU playing in NA.

They lose twenty boring canucks but gain thousand cheating beaners. It's nice trade-off from financial standpoint.

Not particularly cheap, but for 83€ a month it includes DDoS protection/mitigation and has essentially no downtime. However, only has locations in France in Europe.
