You don't. For any map that is already in the game files the only thing required to get it in the rotation is putting it in the map list in the server config file. You should probably just send a list of the following format to whoever is responsible these days:
add_map [name of .sco file]
i.e.
add_map tropical
add_map river_village
add_map waning_cold
and so on...

Waning Cold was a map we used to have, I don't know why it got removed, it doesn't have any balance issues and I think it would fit very well in the server's environment.

This is my map and I removed it in efforts to cut down the bland maps that add nothing to the playing experience, since the water gimmick is mostly avoided this map just functions as your standard "fight around a ruin" map.
Can the rotation be random, so we avoid people quitting instantly on map change because they know "that map" they dislike is coming next?
Map rotation has always been randomized, the shuffle function is pretty wonky but this should not be possible, unless Dupre turned it off in one of the last patches.
