No, SD is used and goes down when people sell or buy goods at a fief. The amount of SD gained by a fief during 1 day is equal to its prosperity.

S&D represents the goods amount of the associated village. This is changed in a 24 hour period by the prosperity. If you have 200 S/D and 200 Prosp, then by the end of the day, you will have 400 S/D.

On the flip side of this, Prosperity determines the "effective goods price" of goods in the fief. If your S/D is under the Prosperity, then the cost of the goods approaches normative(15) and goes slowly in the direction  of listed price. (In the previous example: if you have 400 S/D and 25 Price and someone sells the 400 goods, then the cost per good goes to 15 and you have 0 S/D, until you hit 200 S/D in which case it will be back to 25)
