There is no intended unfair balance. The balancing script is just a convoluted mess and nobody knows how to improve on it. That said, the mechanics that decide what team wins are pretty complex and I think the balance performs reasonably well. In my opinion one of the most deciding factors for what makes a team win is the degree of cohesion and focus on that team, which is impossible to code a balance for. So many times I have seen losing teams win because I or someone else full capsed a direction in team chat or carried a batallion flag around. This is also partly the strength of stacks, they provide a focal point for the team to rapetrain with, unless of course the stack is the entire team.
