Yes and No depends on interpretation and who you accept as authoritative chief-interpreter. The problem is that "depending on interpretation" is a bullshit argument. If it is allowed to be interpreted and still be considered an honest position that means ALL interpretations are valid(relativism serving absolutism, it's fked up)

No, the content of an individual's mind cannot(shouldn't) be deduced from genetically inherited appearance.
IF there are studies and/or facts that point towards genetic predisposition towards theses behaviors then it will change to a clear YES.

4. Is it justifiable to be prejudiced towards individuals based on racial appearance stereotypes(skin color, facial/body structure)?
No, not in a legal sense, in court.
However, these "racist" stereotypes seems to be useful if you only have a few seconds to asses a situation and minimize risk. This is very unfortunate because: "common racists" will confuse this correlation with causation(see 3. for clarification)
That doesn't mean these stereotypes are useless when establishing a strategy to minimize risk.
My conclusion:
In order to minimize risk: be a "mild racist"(aka. suspicious, alert etc.) but do not initiate illegal actions based on this "mild racism"
Remember that we are all individuals, which means that whenever possible(always in an ideal world) each person should be assessed as such.
