Yes to the latter part. However, strat rollbacks tend to work out at awful times for everyone, so we'll see how this plays out. I don't think you'll be losing anything besides the end result of new battle times.

Black Bird, no offense but you deserve all your troops being destroyed for interrupting the war we were in and trying to wipe us off strategus.  They need to reset strat after this if it ends up like EU strat battles that are stuck.

How is this true? Just because a faction beats you means they deserve to lose troops? Or is it wiping factions off the map because HCE has done that. So does HCE deserve to lose all their troops too?
