Legion waits to sign people to give the appearance that they have less mercs. We have been down in the rosters by around 10 in the recent fights! Fight for the chadzian empire!

Rewards for battles isn't a new thing that HCE is doing lmao. Dutchy has shelled out millions in rewards just this strat alone.
