Respec bug?

I respecced another char that I thought wa sa STF, but wasnt. I di dnot really care about that. I wanted to respec mymain but it is saying I used a respec 8 hours ago, is it shared on the whole account? Is there any way I can get a respec on my main sooner without buying a respec on AH?
