DS 2 blue skirt?

Anyone here knows where can I find a blue skirt in dark souls 2? I want to play as Saber from fate/stay night, but all I can find are trousers...

EDIT: nevermind, I murdered the guy that stands at the balcony beyond old dragonslayer and bought his armor from the wandering walking carriage.

He blabbed something about greatest challenge, then died 2 seconds after from overdose of sword cuts.
