Yea, instead of doing something actual noteworthy, hiding in some backwater dump and feeding oh-so-cute cats is certainly something to admire.

I can't speak for any other countries than those who have limited corruption in public positions. If that's the case where you're from you'll find the same attitude in the private sector as well as one adapts to the other.
My place has hardly any corruption(pretty confident that its not related to the case of "cause it hides itself so well") and the pay is shit, yet completely talented people try to get in there in lines.

Private may adapt with state and vice versa, but never count them as same. People go in private sector completely different reasons than those who go to state. If a talented person sticks to his position only because of his/her wage, than that is a pretty massive red flag. In my place quite often the people found being corrupt and dicking around with public money are generally people who most definately dont need it. And its just not here, its everywhere. Wage influences very little of how compentent the suit wearing politician is, especially considering that most politicians are uni degree owners and majority of them(or their families) do own several buisnesses. If you really look it up, im pretty sure you notice that not many politicans even in your place earn money exclusively from their wage.

Its basically a lottery tbh. In police, firedepartments and ambulance however, wage influences a shitton. Underpaying can lead to catastrophic results.

To you it's not noteworthy but to some and I'll wager to the majority of people you ask it is.

But I don't expect much more from a person that engaged in victim blaming after the Charlie Hebdo attacks.

Speaking for Canada government jobs are covered but there is an understanding that if one spends a lot of time in a public sector job their experience will not translate into a private sector job. I just helped hire a new buyer for our company and one of the candidates that sent a resume had extensive experience working for the provincial government. I'm not entirely sure why he help but he didn't even make it past the telephone interview because how the public sector operates is completely different. It would take far too long to explain in detail why this is so but needless to say government jobs in Canada tend to be your only job for a reason.

You could easily explain why people flock to government jobs in the grand Estonian Empire is because you're not too separated from Soviet governance. Like it or not parental influence shapes you and where you will look for work. My parents also told me to look for government work and while it does seem really good on paper, the potential in the private sector is just far greater. In any event, you want talented people to work in government jobs. This is just plain common sense. I would despise dealing with idiots when I'm dealing with government officials (by this I mean members of the board of trade and Export Development Canada, not front line customer service).

You COULD easly explain it like that....if you were a foreigner who wasnt aware of the actual situation at all. :D In ex-Soviet lands its pretty easy to stamp Soviet governance on a lot of things, despite them being the exact opposites.

Government work isnt praised here at all. Infact everyone knows its shit. The people really are dumb and the pay is really rubbish and people in private firms are more lose and generally have a less strickt workenvironment. I mainly blame unemployment. But tbh I do owe you an awnser. I dont know why people do flock to have them. Im assuming its related to the fact that its easier to get promoted here, as much as ive seen. But thats just about it.

The soviet thing doesnt influence us at all. We are fiercly pissed off at everything even remotely Soviet, to the extent that its almost fanatically idiotic. A very fun fact. Steven Seagal was supposed to perform here in a concert, but since his pro-Putin, it got shitton of criticism. Im talking about a shitton. Basically the common claim was that if we let Seagal play his stupid banjo on our soil, we are selling out to the russians and might aswell burn our flags right now and start learning russian. I mean, sweet jesus, wtf.... And it wasnt some random hobos who claimed that crap, it was prominent rather (questionably) intelligent people.

Were they ever attacked for their work? Did they ever make fun of Muslims and the Islam?

About government jobs, there's one more or less universal rule about them: results don't matter. Your superiors don't depend on you getting anything done, so won't be fired even if you do minimal amount of work. Of course, it's not like that everywhere and not in every department. It's especially true in the administration, less so when the activities are more practical. I'm not really judging administrative staff (no, I totally am), it's the nature of the job itself that makes it hard to motivate. Big private administrations have similar problems, but as the company's results are more important than giving jobs to political friends, the efficiency is far better.
