I've been saying Nagger in game for several days now. There are two people that I currently know of, one named Nagger, another named Nagger_Please. If action is taken against me, it must also be taken against those two people. What I said is completely within the rules and isn't racist at all, as well as I've said it plenty of times around admins. No one has ever responded (besides him) with that word.

I use it to express distaste in things that particularly annoy me, such as getting couched or headshot by an arrow. Hence they nag me, and the person becomes a nagger.
