Leveling broken?

I haven't played in a while and came back today. As it seems the levels have been redesigned somehow with some patch.

Now my previous main char (DoD_Wolper) which was level 33 or 34 or something (can't remember exactly) is now level 35, which seems to be the new level 31.

Also my char DoD was level 30 or 31 I believe and now is 32.

I kinda sucks, that my hard leveled chars now are the same level or even below STF-chars.
