Yep and if we actually ban somebody for leeching everybody starts crying because the mod already has so few players left. 

It is impossible for us to find all the leechers on conquest. The maps are too large. Help the admins and either report them ingame or make a ban request.

and by bans you mean not even slap on the wrist punishments that did nothing to deter future rule breaking

sorry not even a 24h crpg 'ban' constitutes a ban in any other community server game I've played. Thats a time out.  Ban = you are gone for a noticable amount of time to the other players.  1 week should be minimum.

Anyway, I still ban, disregard mod on zombie mode, with absent developers. The moment you start ignoring these things, it's the moment the mod dies for good.
