Capes would actually be good for cosmetic affect, and if I'm not mistaken, it was actually suggested before. As for everything else, they merely sound like an ambitious spin-off mod. Sorry to break it to you but in order for you to ever see all of those you listed, you will have to learn modding and coding and have a go at it yourself.

1.Cloaks/capes.
Every colours and lines.

... Maybe, if it fits the armor appropriately and is historically accurate (despite being unanimously impractical).



2.Add mages/medics/healers.
Skills:
-heal part of health of some player.
-Alived: Heals everybody a 1/5 of health
-magic bomb: do a orb what raise size and attack some damage for everybody in that orb.

3.Skills.
For archer:
-Fire arrow : burn enemies and onh max level burn wood items.
-poison aroow: poison and on max level give something like drunk. Everything doubled.
-Falcon eye: for 10 seconds give 100% chance to shoot at the middle of crosshair.
-Great shot: Penetrate shield: Higher level - better shields penetrate.
-super shot: More arrows. Max 4 arrows.

First one might be cool (if engine allows), although implementing this as a level instead of an ability enabled through certain objects (specialized torches) would be dumb.

Healers would be pretty easy to implement. Just take the regular staff and instead of it taking away hp by hits it heals you for half the damage. That way you would still not be able to heal mid battle because you would stun your ally, but you could heal him up after the fight.  :mrgreen:

The nature of this game is exactly not having magic or 'powers' or whatever. It is essentially a basic, intuitive combat system leaving it up to players to perform their own moves and tricks within this relatively free form framework. Which is also why additions to the attack-block-positioning environment like kick and shield bash and nudge are flavour and not core mechanics.
