I believe it goes by weight.  Lighter gear is worn before heavy gear.   So the soldier wears the light stuff, carries the heavy stuff.

Seriously, it's an observation I made while gearing up my army.  The more gear I had vs troops, the less 'armed' I appeared.  When I dropped off gear I wouldn't be using, ie lighter stuff, I went from armed to heavily armed, and heavily armed to shiny on both occasions.  Troop count didn't change upon drop off, but dumping the lighter gear certainly did.

I'm not sure, when I checked before the attack it said I was a heavy army; perhaps it glitched or something, I'm un-aware either way. I have around like 3k ticks so I'm good for a little while, but you're right; I have some big shoes to fill! (Literally, I looted so many fucking boots haha)

The "status" of your army is determined by the weight of the gear. This has been confirmed through more than 3 people. Now as for how it works for light v heavy, that's news to me.
