Shit quality items get replaced and afaik, they cant just pump in unlimited amounts of new items, there is some sort of limit. I just recall reading this in some thread though could be wrong.

Probably not an extremely tight limit, honestly.  I wouldn't be surprised if it came down to laziness.  As you can see they are adding vanity items in now and each has it's own ID.  Plus items go all the way down to -4 and up to +3 which means there are 8 entries for each item.
