I have no idea what servers you play on, but on EU1, EU2, EU3, EU6, NA1 and NA2, NA3, NA6 and CHN1 I have never seen a single person who has a 100% block. (Yes, I do play on all these)

I do think people are too good at blocking, but the game has to be somewhat accessible to new players. Plus its part of the fun of the game. Maybe they could speed up combat some more or increase weapon stun

Using chambers is much harder when you play on inverted because you cannot see the incoming weapon very well when you start your own swing. Quite a lot of people use it, and this is why they chamber much less. It does not mean that they are less skilled though, they just have a different focus.

tl;dr: I think it is wrong to assume that people who rarely or never chamber are bad players.
