I bought an exclusive banner last night, auction 7452, on character Jason_Flynn_The_Great, yet the upload option is nowhere to be found.  Hoping to get this resolved.

Well, there is the issue. You must have a ladder clan already made when you purchase a banner slot. It even says so on the auction info:
Please note that you must be in a clan when the auction ends, otherwise you get nothing and your gold is lost.
