How close must enemy be to be attacked?

Everyone I can see on the strat map, even those that seem quite far away,  has an option for attacking them. 

How close do I have to be to successfully "catch" them in an attack?

+/- 50 meters. Dick in their ass basically.

It's something close to that, but you need to be within that distance for 2 or so ticks. So if you happen to go outside of that range during the time it takes for your army to stop then attack, you will not actually attack them and be left sitting in a field with your thumb in your ass.
