If the 1/3 rule would be implemented correctly, this guy should not be able to attack anyone with 301 and more troops.

Well he must have attacked before they put in those 800 men, so I guess there is no problem here. You can attack with a fief with no army in it with only 1 troops if you'd like that but if they reinforce it shouldn't cancel the battle. It has to be like this so you are able to raid fiefs without strong enough army inside it
Could be, but still it is a Siege of 100 vs 2k...
For all the non-believers, look no further than this thread for proof that while strat battles are won/lost in NA3/EU3, strat wars are won and lost on the forums.
From what I remember 1/3 rule not working above 1,8k so 601 troops can attack everything, even 100k garrison or mighty Praven, but what about population? Can we attack 0,5k pop village without garrison by single ticket or 2k pop city by 100 shepherds? Without AK 47 should be impossible
