Rain only one map in a row?

If we must have such a big chance for night, rain and fog on every map, could we please have it so it only rains for one map in a row?

Many consecutive maps slugging through mud with what seems like 1 athletics is not so exhilarating as you might think.

There have been a lot of complaining about rain, nighttime and fog but nothing have been done about it really.
Should be like 5% chance of each of those. That would be enough.

I'm curious about the programming code used for rain/fog/night etc...
Maybe i'm wrong, but i don't think it will be very hard to change it.
That's why, i would like to know why nothing is made to change it. (For once that the whole comunity of this mod agreed about a topic....)
Is it really the dev blocking it?
And if yes, why? What are the reasons?
