Can you suggest me a build for shielder with Millitary Cleaver.

I just want to know if it possible to go 24/15 or 21/18 at level 30.

I personally recommend:

18/21
18/18

15/21 can work too, lots of people have great success.  I prefer more stopping power though.

This is my best advice:
Level up to 15/15...then see if you want more speed or more power, and build from there accordingly.

That is what I actually did, I am level 30 currenty with the build 21/15' I prefer having more force than speed... Is it possible to do 24/15 at level 30?

Yes, you can do:

    Strength: 24
    Agility: 15
    Hit points: 59

    Converted: 8

    Power Strike: 8
    Shield: 5
    Athletics: 5
    Horse Archery: 0
    Weapon Master: 5

Use this to calculate builds.  The wpf calculator isn't the most accurate, but it can give you an idea.

Basically what you give up with you go 24/15 instead of 21/15 is ironflesh.  So if you want to be more survivable you have to sacrifice the extra powerstrike.  Same thing when going from 18/18 to 21/18 and so on and so forth.

Personally, I find slow shielders to be just about the easiest class to kill (just backpedal and stab/kick). If you are only going to have 5 ath, you should be wearing pretty light armor (<10 kg) and using a light shield (or a bit heavier armor and no shield).

I always had the most success with 18/18 as my lvl 30 shielder build, so I just stayed balanced (21/21 now at lvl 34).

Well tbh I can kill anyone in 1v1 even though I'm slow but I will consider going 21/18 next time.
